The Texas Gulf Coast Area Labor Federation (TGCALF), AFL-CIO, a coalition of 92 unions and their 59,000 union members in the Houston region, seeks to hire a Workforce Development Program Manager (PM) to start by March 24 . 95% of the PM’s role will be to coordinate the expansion of 9 joint labor-management training programs in construction, accreditation of two new apprenticeship opportunities in Houston’s public transportation and live entertainment industries, and expanded recruitment of new apprentices from underrepresented communities. This work will be funded by a two-year contract with Harris County from ARPA funds, with a good chance of renewal for two additional years. 5% of the PM’s role will be to establish a non-profit organization to expand the role of labor-management apprenticeships in Houston’s regional workforce development system in more industries and other duties.


RESPONSIBILITIES

Program Coordination

  • Coordinate apprenticeship training subcontractors to deliver on project deliverables of: 

  • expanding scale and scope of 8 existing apprenticeship and 1 pre-apprenticeship programs in construction 

  • assisting apprenticeship programs in public transportation and live entertainment with meeting requirements, applying for, and obtaining accreditation from Department of Labor

  • recruiting and retaining a more diverse workforce

  • Develop detailed Program Design, including Communication and Outreach Plan; Project Plan with Monthly Milestones; and complete list, description, and medium of distribution for all assistance and services available to clients

  • Implement internal project management and tracking systems to ensure apprenticeship training subcontractors are on track to achieve program deliverables

  • Manage new TGCALF outreach staff assisting apprenticeship training subcontractors with recruiting and retaining a more diverse cohort of apprentices; assist in hiring and training this staff

  • Encourage training subcontractors to integrate recommended practices into curriculum and/or program design

  • Represent project in meetings with County and County’s program evaluators to fine tune program

Program Financial Management

  • Develop monthly budget in collaboration with training subcontractors

  • Write Project Administrative Handbook detailing accounting policies, records management, and administrative procedures all training subcontractors must adhere to

  • Provide initial training and ongoing technical assistance to subcontractors on Administrative Handbook

  • Provide financial oversight of subcontractors to ensure compliance with Administrative Handbook, including retention of financial and non-financial records

  • Pre-validate Subcontractor expenditures as necessary, allowable, and consistent with budgets

  • Prepare and submit monthly invoices with documentation to Harris County

  • Ensure payments received from County are transmitted to subcontractors in a timely manner

Program Compliance, Reporting, and Intervention

  • Jointly develop Key Performance Indicators (KPIs), Compliance and Monitoring Plan, and reporting template with with training subcontractors, County, and third party evaluator to ensure training subcontractors meet program goals and comply with all contract requirements; federal, state, and local regulations; and relevant federal rules or executive orders. This will include setting and achieving enrollment, job placement, retention, certification, and advancement/graduation goals in expanded apprenticeship programs over two years.

  • Collect data on program/enrollees

  • Provide monthly, quarterly, and biannual program performance reports and documentation to County

  • Ensure all apprenticeship programs conform to Harris County ARPA Equity Framework in outreach, recruitment, retention, and placement practices

  • Verify that all participants enrolled meet the Contract’s minimum eligibility requirements and are not receiving duplicate benefits

  • If subcontractor performance issues are identified, document deficiencies, develop a quality improvement plan and timeline for completing corrective actions

  • Retain and furnish relevant documents, correspondence, and materials to Harris County for compliance purposes

Organizational Development

  • Coordinate process of establishing allied 501(c)(3) entity focused on expanding access to union apprenticeship opportunities, including organizational, legal, and fundraising components

Other duties as assigned

ESSENTIAL QUALIFICATIONS

  • Demonstrated experience managing grant-funded programs with strict compliance requirements

  • Mastery of accounting/bookkeeping, spreadsheet, and database applications; fluency in Office/Google word processing, presentation, project planning and other applications

  • Commitment to the goals of the labor movement, including the creation of good jobs, expanding the role of union apprenticeships in workforce development, and increased access to training pipelines for underrepresented communities

  • Team player with ability to manage relationships in complex political and sensitive organizational situations.

  • Ability to understand and develop budgets

  • Ability to plan, prioritize, and complete several projects on time simultaneously, with attention to details

  • Excellent oral, written, presentation, and interpersonal communication skills, including ability to plan, facilitate, and make presentations to meetings with individuals at all levels of management and responsibility

  • Ability to work long hours or weekends as required and travel out of town occasionally as required

  • Valid Texas driver’s license and reliable vehicle

PREFERRED QUALIFICATIONS

  • Familiarity with federal contracting rules and regulations or DOL’s apprenticeship registration process

  • Experience coordinating among unions, employers, community-based organizations, and government agencies

  • Familiarity with the regional, state, and federal workforce system

COMPENSATION

Base salary $66,000-$82,000 depending on qualifications and experience. Benefits include high quality, employer-paid medical, eye, and dental insurance; generous paid time off benefits; workplace flexibility; 10% employer contribution to retirement plan on top of base pay; and option of  voluntary contributions to 401(k) plan.
